4T40 trans 1996 cav

I recently purchased a 1996 cav with a bad tranny.
I completely overhauled it. I have about 7 qts of trans
fluid. It will go in reverse and 1st gear, but it wont shift.
I did get it shift when I got it up around 40-45 mph.
Could it be a computer problem or sensor?
