Red face Air won't shut off

I have an '85 cutlass ciera, 3.8l v6, and I can't get the air to shut off when the switch is in the off position. I replaced the whole air control deal 3 different times and still will not shut off. Could it be in the wiring harness or perhaps the colored vacuum lines that's causing it to not turn off??? I even changed the blower motor too. I would appreciate any advice to my problem.

did you make sure that all the wire connections and such that go into the control thingie are good? if so, then are you still using the same wiring harness each time that you have replaced the controls? If so, then I would suspect a short or some other sort of bad connection somewhere along one or more of those wires, and would recommend trying to replace the wiring harness for it. If that still doesnt seem to fix the problem, then I honestly have no idea what else to look at. I've never had that sort of problem before, heh. hope this helps.
