what does a tp sensor do and how does it affect your car if its bad

A tps(throttle position sensor) related the position of the throttle to the pcm!!!Its very important for the motor...A malfunctional tps can result in a virating motor or no-operated motor....

can a bad tps be responsible for the car not starting

The TPS produces a signal that correlates with the position of the throttle assembly mounted on your vehicles engine. the vehicle's PCM reads these signals and causes other components to adjust accordingly. You could liken the TPS to a volume control on a radio. If it is bad/dirty, you might hear a lot of static and such as you adjust the volume on that radio, and often the volume will suddenly "jump" to loud and other times fade out to pretty much no sound. The TPS would act the same way, and the car recieves crappy, inaccurate signals. One moment the revs soar, and next minute the car stumbles and shakes. the PCM just can't operate with an errant signal and will quickly try to adjust the engine performance. Often while just idling, the engine will surge and settle continuously.
Worse case is when you suddenly need to maneuver to avoid a "serious situation" and the car just balks and misbehaves. When this happens, some folks shit their pants! So as you can see, the TPS affects performance of both the car, AND the driver.
The TPS can be reliably tested with an OhmMeter.
