Missing fuses?

I have a Sonoma 2001 4x4 SLS and I have noticed that the fuses #6(STR WHL ILLUM) and #18(STR WHL RDO IGN) are missing in the instrument panel fuse block. Is this normal or could it be the former owner who had remove them? Any comments who be appreciated.

Do you have any lights out? If not they were left empty on purpose for options that your truck doesn't have.

Yes, the «SERVICE 4WD» does not come on briefly when turning the ignition on as it should.
