Lightbulb Thunderbird Brake Lights Question

Are the Thunderbird inner brake lights supposed to light up when braking...

for ex...

theres a pic stolen off some tbird to better prove my point.
I would think they will... If theyre not supposed to light up then I dont have a problem! It just doesnt seem right. I could easily be mistaken the outsides light up and so does the high mount. Please correct me though!

Also I read on some Super Coupe site about this one guy is shaving the birds off his taillights... Anyone here know how its done?

No.
None of the MN-12's ('89-'97 Cougars/Thunderbirds) reflector panels were connected to light up as brake lights.
'89-'91 reflector panels do not light up at all.
'92-'97 reflector panels light up as tail lights only.
