2000 Legacy Idle Control System Malfunction

Hello all, new here but trying to fix my car myself, and looking for suggestions. My 2000 legacy outback wagon (2.5L, Manual tranny) has been running rough and missing and no power. Changed plugs, wires, no help, and had the Engine Codes downloaded (for $30, grumble...). It gave me all four cylinder misfires (which I was a no brainer) but also code P1507, which after some reseach is the Idle Control System Malfuntion. Curious to see if anyone has some suggestions on where to go from here. I also just ran some injector cleaner through it and replaced the after converter O2 sensor.

make sure the code was cleard and comes back on after your repairs with the same code.i can tell you how to test it.but ever time i get that code it the isc solenoid itself.rememeber to order the gaskets as they come seperate
