brake grinding?

my girl's '02 lancer es is giving me some trouble.

it makes a grinding sound everytime we brake.
we took it to a -reputable/recommended by friends- shop and they said it was the rotors.
so i replaced the rotors and pads myself, which i've done countless times on my own cars with no issues.
i replaced the rotors instead of resurfacing them because the dude said it was actually the rotor itself, and cutting them wouldn't solve the problem. sounded kind of fishy but i got rotors from an autoparts store nearby for $48 each since i'm good friends with a guy there.

now it still grinds.
anyone else have similar issues?
