1988 1.5FI Idle Issues!!!

I searched through all the past threads but still have a few questions...

I just acquired my civic and the idle is relatively low and the engine shakes more than normal....I tried raising the idle which invited new idle problems...car idles fine then all of the sudden jumps up to 2-3K and sometimes comes back down and back up....if I mess with the idle screw again then it will act fine for awhile but will eventually rev on its own...

What would be the order of things to check to find this problem?

get the idle good at like 800. check for vacuum leaks. take off iacv and clean it out with carb cleaner. might have to raise idle. i only way i fixed my surging is raise my idle to 1000
