B16a1 Wiring Question??

do you need this to use the b16?

(ECU Jumper Harness Application For Installation of Honda OBD1 B-Series Engines into 88-91 Civic/CRX. ECU Jumper Harness from ODB0 to OBD1.)

Or is there a easy cheap way out of this? thanks
