engine swap 95 into a 96 3.1???

I was wondering if you can swap 3.1 from a 95 Grand Prix into a 3.1 96 Grand Prix without major problems due to the OBDII plug. Does this have any bearing on the project??I live in New York and we've begun these new emissions inspections. Is this is simple motor out motor in or do you have to change computers and other wiring?? Are tranny's the same?? How long would this take/cost?? thanks
