20 psi boost?

hey everyone i hooked up a maual boost controller to my 2004 dodge neon srt4 turbo,the only modifiacation i know of is the upgraded exhaust system it doesnt have any stage modifications(stage 1 or stage 2),but its spiking to 20 psi of boost even when i turn the boost all the way down! i hooked the green line to the turbo, the black line is capped,the mbc tied into a t and the t is tied into a blue line which is tied into the turbo. when do i get fuel cut and is this safe? how do you know if you have stage 1 modifications..and why the f!@# is it spiking to 20 psi of boost!! the reason why im asking this question is because i bought the car used and im not sure if the guy modified it. so any help will be great.

what wastegate is on there? you shouldnt be spiking to 20 without having atleast stage 1. i would take it back to stock and try it again, it sounds like you have an vacum leak that is altering your wastegate signal

everything is stock,stock bov,stock wastegate. im not sure why its spiking. i have another question should i remove the bleeder hole on the mbc of leave it, if it goes 20psi of boost and im not getting any fuel cut does that mean i got stage 1 modification? i really apperciate your answers..thanks

you wont notice a fuel issue, you wont feel it but that doesnt mean you arnt going lean. do a check for codes, if you have stage 1 it will tell you. go to www.srtforums.com and do a search for stage 1 CEL. the boost controller is why your spiking boost
