Yes it is and if it's original, expensive. A very nice front bumper, one of my favourites.
EDIT After looking again I think this is a knock-off. The C-West bumper is one piece including the grille.

hmmm, from what I understand from CWest kits.... Goosse's pic is of a immitation. It is supposed to be a one pieces front bumper... the side vents are shaped slightly different... the lower "lumps" on the sides go straight up, where its supposed to have an angle change. This one sits lower, and or more "angular" and "edgy". I think its a knock off, but I kinda like how it looks better
And doesnt the real ones have a stamp on it? Kind of like GReddy's front lip for the 6th gen civics?
