Having problems with 93 cav starter

I got a 93 cavalier 4 cyl. We had flooding and when i came out of work it was in a few feet of water. when i went to start it i got nothing besides power. I pulled the starter had it checked and it was bad. I got a new one and installed it. I've messed with the thing for about a week now and still can't get it to start. Depending on where the starter is it either just ckicks and nothing or it grinds like i don't have the teeth matched. I've installed starters before but on hondas and acuras and never had a problem like this. Is there a trick to it or am I just doing something wrong.

The "new one" could have a bad bendix. More likely you need to replace the shims. Any auto parts store will have them. They go between the starter and the engine to space it out a little so the teeth will clear. Good Luck.
