96 Cutlass 4000 RPM max
My 96 Cutlass Supreme with 3.1 engine will only rev to 4000 rpm them it acts as if it has a governor on it. It does not shut off it just revs up and down. Could this be a fuel filter or a fuel pump?

your exhuast could be getting clogged.....one symptom of a clogged system is loss of power....could be converter or muffler.....
