Tranny Help Please

I recently put a new engine in (did not touch the tranny), tranny was rebuilt about 2 years ago and worked fine when i took it out with the old engine. I put everything back together filled it with fluid, and now it doesn't want to shift down, like its stuck in like 3rd (its an AT) i can put it from d3 to 2 and it shifts down but it won't from 2 to 1. Also my speedometer jumps erratically is this a speed sensor problem? Or is it something else?
