Why does my 95 neon suck so much gas?

I have a 95 neon SOHC and it is only getting like 19 miles to the gallon.
I have put a new EGR Valve, Air temp sensor, plugs, wires, air filter and it did not help at all. The car also starts really hard, you have to crank like 8 times before it starts but once it starts it runs fine, no sputtering.

Check your MAF sensor and also your O2 sensors. those would be my guess. Is your SES light on?

check engine light on, brought it to autozone on there computer and o2 or maf did not show up

With the CES light on, your engine is likely in "limp" mode. This explains the excessive gas consumption. The computer has seen a problem/fault in one of it's sensors which has set the CES light and is operating the engine in a minimal mode. Specifically, in limp mode, the computer does not advance engine timing as conditions permit causing your acceleration to be sluggish and causes the burning of more gas.
You need to address the problem of the reported codes that you getting.

Note: The two digit codes can be obtained by turning your ignition switch on-off three times, leave the ignition in run, counting the flashing light, seperated by pauses. The end of list is code 55.
You can reset (clear) the codes by disconnecting the battery power for 30+ seconds.

Your codes:

code 12: Battery recently disconnected (ignore this)
code 37: Trans temp sensor voltage low (1995 and on)
code 22: Coolant sensor signal out of range
code 23: Incoming air temperature sensor

Check your connectors on the coolant sensor (bottom of radiator??). Your cooling fans should be coming on only when the radiator gets hot and not running all the time. I don't think this one causes limp mode.

The input air temperature sensor (air filter box??) is important in that the amount of gas injected to a cylinder is computed based on the incoming air temperature. A bad sensor here I assume would cause limp mode.

Unsure about code 37.

i found codes on a site and code 37 said this
Torque converter clutch solenoid circuit or park/neutral switch failure. Will check the other sensors tomarrow. Thanx man

Hope you have resolved your problems.
More on code 37: This code means there is a problem with the transmission failing to upshift/downshift (auto transmission) properly. You may be in the wrong gear for the speed. Check that the cable from your gas pedal to the TRANSMISSION (not engine) is working. The transmission uses this detecting engine speed.

Neons don't have a MAF sensor, they have a MAP sensor.
