Lightbulb Attention all you motor swappers out there! Our mutual OBDII Enemy, let’s brainstorm!

I am in the midst of swapping in a JDM Engine/Harness/ECU into a 99 USDM car. As some of you may already know, there has been an OBDII epidemic plaguing our inspection facilities across the states. Although the Engine/ECU combo I will be using may potentially pass a sniffer test, the USDM car is only subject to an OBDII plug-up diagnostic check, as are all 96+ cars. This situation inadvertently screws over the modified, yet clean air burning motor-swapped enthusiasts. I’d like to run by some possible solutions to this problem and get some feedback.

Option A:
I would like to know of &/or potentially purpose a device that could mimic the factory ECU into emitting all “Ready” sensor signals though the OBDII port (strictly for off road purposes of course).

Option B:
Would it be possible to leave the factory USDM ECU/Harness in place in addition to the JDM ECU/Harness which will control the Engine. Then adapting all the old USDM sensors to the corresponding locations on the new Engine just to insure the USDM ECU is happy & keeps cranking out a “Ready” signal for all sensors.

Option C:
Tapping into the JDM sensors to satisfy the USDM ECU so it will maintain a “Ready” status.

Things that I could think of to make options, not an option.
Option A: Non-existent &/or Illegal. Also VIN & Make Model might need to display (device would need to be programmable)

Option B: Certain sensors work with open loop and closed loop signals (not clear on this), and I’m not sure if the USDM ECU is NOT allowed to adjust fuel/spark whatever, it might throw a code.

Option C: Once JDM sensor wires are tapped the sensor signals would become weakened sending the wrong input to the JDM ECU that would really be in control of engine management.

I’m leaning towards option A for ease of use and practicality. Thing is I’ve relentlessly searched for such a device online but came up with nothing. I’m confident such a device would be less complex to manufacture than a Made in China Rolex. Come on you Asian underground manufactures, there’s a small fortune to be made here! Although I’m all for clean air and CATs, I’m just really pissed and disgusted at the fact that big brother can make your own car rat you out.
