e-brake

How do you tighten the e-brake cable? I have to pull the handle up all the way to stop the car from moving. I have a 2002 Cavalier 2.4.

It's important to clean and adjust the rear beakes before you try tightening the cables. I just got a 1992 Cavalier from the auction and the parking brake pulled all the way to the top before the brakes would hold. After I adjusted the rear brakes the parking brake was normal.
