600-700 rpms

ok...heres my long story short...i have an hf d15 motor in my 89 crx si...i have to take it to the ref to smog it, but when i went the first time it passed emissions and all perfect, but my timing was at 17 degrees instead of 14, and my rpms, were bouncing from 750 to 800.. and it should have been about 650, max is 700 for the d15. so anyway i adjusted the timing to 14 degrees....and no matter what i do i cant get the idle down to 700 degrees. it stays right at 750. if you unplug the IAC valve and adjust the timing to 650 as soon as you plug it in it jumps back to 750...so what im thinking is because i have the si ecu in it still could that be kicking the rpms up to stay at 750...because that is stock rpm for it. so would i need to get the hf ecu. or is there some other way that im not thinking of to get the idle down to at least 700 so i can pass state ref, and be able to drive my car again.

yea i tried adjusting the screw but i couldnt get it to lower to 700

how much would you want for the ecu?! and could you ship it to CA?
