Studdering problem

I have a 2000 cavalier and about a month ago, I noticed my car started to studder when accelerating from a red light, and its recently got more frequent and worse, when I got my oil change at jiffy lube they said my fuel system needed cleaning and I needed a new fuel filter...could this be the problem?
