bike wont start, help!

i have a 2001 kawa ninja, got it used (guy before me wrecked it and its been repaired with new forks, etc) anyways every spring it has probs starting, once its run once and doesnt sit for more than a week or 2 it runs just great, but i cant get it started this spring

i used stabil in the full gas tank in the fall, got a new battery, i tried all types of choke etc..its about 5-15C during the day (low 40s to about 60F)

i think i left it on Prime (there is no Off, just on, prime and reserve) during winter when i ran it once late fall....it starts but wont turn over, should i drain the carbs wth the drain plug, then try again, failing that should i replace the spark plugs? is there an easy way to use carb cleaner without removing the carbs cuz i dont wanna remove my whole fairing on the bike.... i just got my learners licence for 3 months, insurance and new battery AND IT WONT START!

ay the same thing happened to me...got ma bike in a wreck..got new forks and new battery.....it had been sittin for a long time and it started but wouldnt kick...but with me...i got a tune up..and they cleaned the carbs and oil and all that...but even after that it only started like twice after they finished with it...so again it was starting but wasnt kickin over...so..i just kept tryin and tryin to start it..and one day i finally got it....and now everytime i start it i have to to rev it and pull that lil switch down on the left handle bar to get it started..so if i dont do it that way...it will not start completely...(i just started ridin..i really dont know all the parts of the bike yet)

thats the choke, the little lever, but ya i am cleaning my carbs this weekend, gotta strip the bike down in my garage, might be hard with no electricity to garage! supposed to rain haha...gonna be hard to see
