Grand Am service engine soon light

OUr 1990 Grand Am has recently developed a problem that the engine cuts out and you cannot get above 30 to 40 mph. Now the warning light is coming on. What do I need to do first. I was thinking an O2 sensor might be going bad. Can someone please help.
