Arrow Wheels?

what are the biggest wheels i can get for my 97 civic w/o gettin new shocks or springs and w/o there being any rubbing?

Also in the future i might get shocks and springs and i might lower the car so keep that in mind

Well if you look on the back cover of any Super Street the civic on the back covers is rocking 20's in the Nitto ad...
