GL occasionally will not start

I have a 1986 GL-10 Wagon that occasionally won't start. It stumbles on ingnition and then refuses to turn over. The problem appears to be fuel related. If the car sets for a half hour it will start up again, or if fuel is poured into the intake. Any ideas?

could it be the fuel pump, is it carbed?
