2000 Beetle 1.8T not working

My Beetle has been parked for the winter. Started to drive, and noticed the Turbo is not kicking in. Upon acceleration, the rpm hits about 4000, but it just tops out without the turbo starting. Any ideas?

Wastegate problably stuck. Have someone rev the engine and look at the turbo wastegate rod and see if it moves.

If it doesnt you might be able to (unstick) it by spraying alot of deep creep on the linkage.
