Wiper halfway up

my gf brought her car to me a saturn 00 sc i believe might be sl but i know its 2000

she said the wipers when she put them off would stay halfway up

i checked her wipers and when she turned them on they chattered like the motor was stuggleing so i pushed them a long a bit then it died totally

after replacing the fuse (which i had inadvertently blown
the wipers then did the same thing and went from the bottom of the windshield to the top and stayed there. not the middle but now there in the uppermost position

they wont go on or reset now what could this be? motor relay microcontroller? how could i trouble shoot it

remove the wiper arms and cowl, look for any signs of mechanical resistance. turn the wipers on again and see and listen if the wiper motor runs any easier just by itself. module is apart of the motor, and i think the transmission may be one peice too. so unfortunitly there isn't much dianosis. if you can't see anything about the only thing you can do is replace the motor.
