posible electrical problem
I have a 95 Jetta that when you start it the daytime driveing lights flash and tha gauges are dead if you rev the engine the gauges come to life and the lights stop flashing I have checked just about everthing ie grounds and charging system and and they check good it is about to drive me nuts does anyone know what the problem might be

If you're sure it's not a connection problem then get an alternator ripple (or diode) check. The alternator can be charging & have a bad diode.

i think it also has had the ignition switch replaced because the door and the ignition have 2 dirrerent keys do you think the switch could be bad???

It's possible, but I don't see how revving the engine would affect it. If you can jiggle the key & it changes then I would suspect it more. Do the lights flicker rythmically or just flash on & off randomly?

they flash in rythm untill you rev the engine then when everything comes to life they stop flashing. i really appritiate all your help thank you

Still sounds like a charging/alternator problem.
