Question 2000 Windstar headlamp

The "check left headlamp" message came up on startup and the lamp was out. The bulb and fuses are good but there is no current at the lamp connector. There is current at the fuse box under the hood. I suspect a "short"/ground fault. What should be the next step to finding the problem? Are there other relays or switches (in addition to the dash switch) in the circuit? Where are they located? Where does the circuit go to ground?

You should always have 12v at the lamp socket, if the fuses are ok...on the yellow/red conductor (I believe)... as the exterior lamps are switched on the negative (ground) side on the Windstar... by the FEM (Front Electronic Module).

This is a departure from the way lamps were wired up years ago... as all manufacturers used to switch on the positive side.
