Cracked Block?

Were you abler to get the broken bolt out, or is the housing missing a bolt?

Also are you sure all the old gasket is off? Make sure you de-grease the area with a spray can of brake cleaner.

Otherwise, the block area where the pump sits may be warped. It is possible to use a brand new 12 inch flat mill file and run it over the engine block just where the pump sits. It's easy to see the 'high spots' or where the warps are. You can use the file to remove these spots so the pump sits flat.

Then try substantial amount of RTV sealer.
Now this is not the gasket sealer, but the all-purpose automotive silicone. This stuff sets up like rubber and can seal quite large gaps. Make sure you let it dry a full 24 hours before filling the system.

Finally I have used large amounts of radiator stop-leak as a last resort. Often it works, but should only be sued if you cannot fix the problem properly.

Seal around the bolts....and get that one out if possible.

Sometime multiple gaskets can be of assistance to strenghten the sealer if the mounting surface cannot be flatened. Just use the Silicone as mentioned above in this order Sealer-Gasket-Sealer-Gasket and so on as needed. Two or Three gasket are all you can do because of pulley alignment. Then a last layer of sealer on the pump and bolt it up. Good Luck.

It is possible to have the block untra-sonically tested although I would definately use that as a last resort ($$$$) Definaltly get the bolt out and replace it with a new one. I would not recommend using multiple gaskets because it can cause leaks. Also can you find the torque settings for the water pump bolts? I have seen a few engines that it is extremely critical that you get the right amount of torque or the pump wont seat correctly
