91 civic wont start....PLEASE HELP!!!

i got a 91 civic with the zc. we got the zc in and it started up with no problems. the car ran great for 4 days now it wont start. the engine will not turn at all. like the battery is dead, but it isnt. all my other electric works fine. i even tryed to jump it just in case. heres what i have done and found out. i have no power coming to my starter soliniod. i checked all the fuses and fusible links. i took out the fuse for the starter signal and put my meter on it. i got no voltage there either....while in trying to start it. the ecu blinked 19 times....i dunno what that means iof it means anything. i thought it was the ecu, so i got one from a 88 integra, that didnt work, then i tryed one from a civic si...that didnt work either. does anybody have any sugestions on my next step?
