I am considering a backyard mechanic to replace the timing belt and water pump (3.0L v-6). How can I tell that he really did the work? I know he'll give me the supposed old parts.

Re: 98 caravan timing belt
Watch him do the work or grab the old parts when he takes it out.

I have to agree with 1thunder, if you cant trust him dont go to him. Also a tip, buy the parts yourself and bring them to your mechanic. Often their markup on parts is higher than what you could buy it for. If your water pump is leaking, then you'll know if its been replaced if the leak disappears. If you cant stay and watch while he does it, at least tell him you want the old parts back. This might encourage him to be honest with you. Also you can go by the time it takes him. I have done this job twice(so far) and it takes at least 3 to 4 hrs, start to finish. By the way, are you sure the pump needs replacing?
