1993 escort - fuel lockout

I am new at this, so please excuse if I'm not doing something just right. I need help witha 1993 ford escort. We thought we ran out of gas, the car was pushed to a gas station. got gas, stilldidn't start. towed it home, fuel pump works, replaced cpm, fuel filter, etc. we have fuel to the engine and spark but it won't turn over. cranks, but won't turn over. On dash a light comes on saying "fuel lock out". we checked the "inertia" swtich in trunck and all seems fine. Any ideas?

Before I can help, a little more information is necessary:

1. What size engine?
2. What type of Fuel Injection, i.e. CFI, Multi-port?
3. What do you mean by 'cpm'?
4. You say the 'fuel pump works' can you hear it running when you turn the key ON.?
5. You say the 'inertia' switch seems fine.....did you reset it by pushing down on the plunger on top of the switch with the key on?
6. Have the fuses been checked?
7. When you turn the key ON can you hear a click coming from the passenger side of the car?
