injectors not opening

I'm trying to bring a 1991 honda crx back to life , Its been striped of parts. I have got power to the ecu. Its flashing 6,7,8,9,10,13,20. I have spark at the spark plugs. Getting fuel to the fuel rail, But it will not start. I have put gas in each spark plug hole, and it will fire up but shut s off. I think the injectors are not opening because the plugs are dry after cranking the engine over. I've checked the injector resistor, that checks out ok. There is 12 volt getting to the injectors.The ohms check out on the injectors to. I have taken out each injector and put a jumper wire on the injector to open it ,and shot air though the injector to see if the injector are pluged. That checked ok. Please help

What are the codes descriptions? fuel pressure? Timing?

so get a friend with the same car, and try his injectors
