Question Overheating and other problems...

Ok I previously posted about a voltage issue, that seems to be somwhat resolved by replacing the battery. New problem, my car is overheating and when I turn left the SRS and battery lights turn on. I decided to watch the belts and they were turning and hit the trottle and when I do, the belts do not pick up speed, they stay at the same speed, so I figure that the water pump just isnt spinning fast enough. I cant figure out why the belts wont go any faster, I just got them replaced and never had this problem before, anyone got any suggestions?

The car is shown below, and its a 1997 Mitsu Eclipse Spyder GST.

speaking of cooling system, anybody know what the stock fan in front of the exhaust mani does? im guessing it blows hot air onto the radiator but ive never seen it happen. also when you drop in 2 aftermarket fans do you have them both try to extract heat from the radiator?
