1999 323i Rear Bumper Replace/Buff Out?

Hello -

My mother, God bless her, hit my car in the driveway. No significant damage, but a nice little nick from a screwhead holding on her licenseplate. Now, I am looking to get the car detailed soon. Is that something that might be buffed out? I have a few other scratches I was going to ask the guy to buff. Certainly this one is more significant than the rest.

Also, when does it just become not worth it to get this kind of thing fixed? I went online and found the part for 272 "raw". I assume that means it needs to get painted as well, which I for one can't do on my own.

If I chose to get it replaced, could one do it on his own?
