It's a good thing. I think you gain about 10hp on any car by gutting the cat or putting on a test (straight) pipe and you also save some weight. Exhaust back pressure is also greatly relieved.
I live in an emissions area, so I bought a straight pipe for a 240SX on eBay and it fit perfectly in place of my cat. Then when the emissions test came around later in the year I just unscrewed the test pipe and threw the cat back on. Then after I got back home, on went the straight pipe. I did this with my Nissan SR20DE Infiniti G20 (Sorry if I'm making you honda people cringe right now) and it is great. It idles and drives alot smoother. Backpressure is the enemy, that's why there are no mufflers or cats on any race cars.

Re: do i need cat?
For an integra.. You will be lucky to get 2 hp from a gutted cat... unless you are running an entire exhaust system. It will not cause any problems as far as I can tell, if you have stock exhaust other than gutted cat, then you are probably getting plenty of backpressure for your engine.
