Unhappy fuel pump
can anyone tell me what is wrong with my 1994 explorer sport, the fuel pump (in the tank) is only getting 1.4 volts vise 12v. the cut off switch is not the issue, i checked it, it is good the battery is fine. please help

The PCM controls the Fuel Pump Relay(Power distribution box) which passes 12 volts to the Inertia Fuel Shut-off Switch(Has manual reset) then on to the fuel pump.
