Hyundai Excel 1992

Hello i am new in here and don't quite know where to post this.., so someone help..
my tach will not work and i did not blow a fuse ..there is a 20 amp fuse that is suppose to work this, but its not blown. Also, my check engine lite has been on for months..any advice much appreciated.
