350 smallblock engine

i'm a new user so bear with me...just had 1979 350 smallblock (yes, it is a 4 bolt main ) rebuilt...stabbed it and got her started...went to check the oil, removed the cap and it had significant vaccuum...it literally sucked..any ideas ? truly appreciate any help!!!!

double check the pcv valve& air breather.
