fuel pump won't cut off

i have a 94 regal gs most of the time it runs great. the check engine light comes on and it just cuts off it will start right back but the fuel pump won't cut off when i cut the car off and it has a drop in power. also can anyone tell me which code reader it takew

The code reader/scanner would be for an OBD I and OBD II is for 97 and up
