Headlights don't work, high beams do

OK, I'm real new to cars, so bare with me here. I just got my first car, it's a 1984 Volvo sedan, not sure what model (if it's needed I can find out easy). Anyways, it's in great working condition EXCEPT the headlights do not work.

We've checked all of the fuses and they're all fine, and the high beams work. The dash lights do not work, and the rear lights don't work (but the break lights and turn signals do).

Though I don't know a whole lot about cars, seems to me like that'd be some sort of wiring issue, but I'm no expert. Just looking to get this fixed without having to pay an arm and a leg.
