Question Anyone Have THIS WIPER Problem?

I have a '99 GC and am having a problem with the wipers- they only run one speed- high. The run high in delay (delay wasn't working right, now is, see below), they run high on low, they run high on high (like they are supposed to). I was told by a few people to replace the multifunction switch, and so I did. Still had the problem. My father looked at the wiper electrical system diagram in the Haynes repair book and thought that it may be a bad relay. When he looked at the relays, he discovered that many of them were the same, so he switched it out with one, and still had the problem. I even went out and purchased a brand new one- didn't solve the problem. Okay, so dad takes the relay out and hooks up a jumper wire and the wipers worked correctly in low speed. Pops the relay back in- same problem. He doesn't think it's the motor (although after doing a search here, it could be a possibility).

Has anyone else had this problem and if so, what was the solution?

I had a problem with a 96 Grand Caravan. Power windows and wipers not working consistently found that there is a body module that controls. On the 96 GC it is located under the dash above the break pedal next to the steering column. This where it is the hardest to get to.
