1999 Explorer XLS Remote Programing ???

I have a 1999 XLS, and remotes with instructions. The instructions say to turn the ignition from "On (Run)" to "Off", 8 times, ending with it in the "On (Run)" position. At that point the doors should lock and unlock to indicate the RAP module is in program mode. I've tried this a number of times, and cannot get the RAP to go into that mode. Any ideas? How can I verify the RAP module is operating properly?

Try this, but ensure you do not engage the starter

1. All vehicle transmitters must be reprogrammed together.

2. Place key in ignition and rapidly turn from OFF to ON positions 8 times within 10 seconds finishing in ON position. Do not engage starter.

3. If doors do not automatically lock/unlock, repeat step 2.
4. Press one button on every transmitter. Turn ignition to LOCK and remove key. Check the operation of all transmitters.

Positions of the Ignition
ACCESSORY LOCK – allows key insertion/removal.
OFF – shuts engine off.
ON – all electrical circuits operational. Warning lights illuminate. Key position when driving.
START – engages starter.

My owners manual said to do it 5 times and not 8, but 5 did not work - perhaps the number could be different for the '99
