surging and hesitation

i have a 1999 E150 119,000 miles
i have a problem with surging and
hesitation. the first thing is the check engine light comes on, so i had it scanned it said i had a misfire in cylinder #3. My mechanic changed the ignition coil and the injector and it still had the problem. it seems to not do it once in a while when i start out in the mornings, then
the check engine light goes off. but, when i drive about 100 miles
it starts again with the surging and hesitation then the check engine light comes on again. any ideas will be greatly appreciated.

misfires don't create surging - have you checked/replaced the throttle positioning sensor? The only way I know how to check it is to replace it and see if it makes any difference.
