VIP RS3000 Question

Hi everyone, I just bought a 96 camry with the "VIP RS3000 DX" Security system. It came without a key fob for it,which I may or may not replace. my question is, is there a way to disengage this system altogether? because it does not appear to be working now. I can't trigger it and the security light does not ever blink or lite. or if I buy a fob will the system need to be "turned on" for the fob to work? and how do I turn this system back on again? also I got this part #for the fob from the dealer:08191-00870....is this the BAB237131-022 fob?. sorry for the drawn out question, and thanks for the help!!!!
