I just did a quick check of the AEM website and they list the short ram for 2000-2003 TLs, the 1999s were not included. I think that's why you're having trouble with the install. I know the intake manifold was redesigned in 2000 and was unchanged until the last year of the 2nd gen TL, 2003. I think this change is the reason for the stock intake air heating system redesign that you're having trouble with. Try calling AEM tech support to see if they have any suggestions or work arounds.

BTW - I checked Injen and they only list the 2002(?) model year for their IS system (short ram). BOMZ Racing only offers short ram intakes for CL and TL Type-S only.
The only company that I could find making '99 TL short rams is WeaponR (polished finish: Dragon p/n 801-118-101 or Hyper p/n 901-118-101).

Good Luck!
