Power Window not working

Both sides of my 2000 Corvette power windows not going down. When I press the up/down button, I can hear clicking noise on both sides. That is all. Not sure it is relay problem or motor went bad. If anyone can help me to figure out the problem, will be much appreciated. Thanks in advance.
