drive lights fuse

I have a 90 Park Avenue, my dash and drive lights are not working. I know its the #13 fuse except every time I install a new one it blows on contact. My next step is to remove all the drive lights and reinstall them one by one to see if one is shorting and causeing my fuse to blow. Does anyone else have a suggestion on my next course of action?

There are Two fuse boxes, one behind the dash pannel. If you open the driver door you should see two black knobs on the side of the dash turn them left and they should spring out and pop the panel.

There is a second one behind the glove box. The glove box should have a two rubber releases push them down and pull out glove.

You definately have a direct short to ground. You'll have to root it by process of elimination. Maybe as simple as bad switch since the dash is out.

One problem I did find on my '87 when I had a similar problem with the A/c fuse blowing randomly and coincidently the auto level not functioning properly was when I pulled the fuse panel out, the connectors where melted together. So what would happen was if the blower fan was on, everything was fine until the auto level compressor activated and sent double the current to the blower circuit.

So where should I start?
You don't think its a short in one of the bulbs or wiring harness.?
I was thinking I would remove all the drive bulbs and the put in a new fuse, and replaces the bulbs one by one to see if one would make the fuse pop. Do you think this is a good idea?

Removing the bulb would be fine as a start, but, maybe we need some clarity here:

When you say 'drive lights' do you mean your headlights, or do you mean aux. driving lamps (fog lights)?
