Tilt steering jammed on 2000 Grand Prix

The steering wheel on my 2000 Grand Prix won't come back down after I tilted it up last night. Has any one encountered this problem?
How did you fix it?

Heard of it happening on a Olds. Guy told me that he held in the button, and "tapped" it. Came lose. I think it's BS, BUT who knows.
