Check engine light does not flash

1987 Pontiac Grand Am 2.5 L When trying to check engine codes, check engine light does not flash. Code book says "Refer to Diagnostic Circut Check chart in vehicle service manual." But i can't find chart in Chilton's manual. Any ideas on what I should do?

Are you sure your hitting the right terminals. Its hard to see down there and they are real close together.

Yes, I even tried an Actron Code Scanner for GM & Saturn, but the light still wont flash and I havent been able to turn light off. Car was running ok, then started going dead at every stop, and speedometer & odometer stopped working. Maybe if I can't read code someone has had this problem and been able to solve it. Any help is welcome.

When you touch a jumper wire or paperclip to the terminals do the fans click on?

No, the fans do not click on. I can't hear or see any reaction when I touch jumpers to the terminals.
